The holding pens are for crowd control/customer processing in preparation for coming food/grocery crises. Can’t have disorganized (uncontrolled) mobs rushing to Wal-Mart to get bottled water, toilet paper, and food for their families when the Collapse happens.
You know, that makes sense, but then why would they put the barbed wire inwards? It doesn’t make any sense.
